Years ago when the National Trust was granted DGR status a condition was that no appeals could be run on Government owned structures. The reason was that Government owned assets could attract generous Government grants for restoration, which in your case has proved correct. Regarding the possibility of setting up your own Appeal, I did call the ATO (on 1300130248), their DGR section and put your case to them-------- they demurred when I mentioned who owned the asset. If the Government would/ could transfer ownership to another entity you could probably be OK.
